SACRAMENTO, California — Democrat Xavier Becerra secured the top spot in California's gubernatorial primary on Tuesday, advancing to the November general election as the leading vote-getter in the state's top-two primary system, according to the Associated Press.
Becerra, a former U.S. health and human services secretary and California attorney general, pulled ahead after days of ballot counting following the June 2 primary. With roughly two-thirds of votes tallied, he held nearly 27 percent of the vote, officials said.
The result sets up a general election matchup against a Republican opponent, likely former Fox News host and British-American political adviser Steve Hilton, who was in second place with more than 26 percent. Billionaire activist Tom Steyer trailed in third with about 21 percent, though final tallies for the second spot were still pending as of Friday.
The open race follows the term limit of Democratic Gov. Gavin Newsom. More than 60 candidates appeared on the ballot in the nonpartisan primary, which advances the top two finishers regardless of party affiliation to the November ballot.
Becerra, who entered the race after the withdrawal of former Rep. Eric Swalwell, campaigned on his extensive government experience and commitment to countering federal policies under President Donald Trump. He consolidated support among mainstream Democrats in the final stretch.
Hilton, who has ties to Trump, emphasized border security and criticism of California's handling of issues like homelessness and high costs. Steyer focused on progressive priorities including climate and economic inequality.
California Secretary of State Shirley Weber's office said vote counting continued, with many mail-in ballots still to be processed. Final certification is expected in coming weeks.
"This is a victory for experience and steady leadership at a time when California faces real challenges," Becerra said in a statement following the AP's call. He thanked supporters and pledged to focus on affordability, health care and protecting state priorities.
Republican leaders described the primary as competitive despite the state's Democratic lean. The general election is scheduled for Nov. 3.
Becerra's advance marks a significant step for Democrats in maintaining control of the governorship, which they have held since 2011. Details on final primary vote shares and turnout remain subject to official certification.
