CHENNAI— Tamil Nadu's government on Thursday presented its first full state budget since Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) took office, outlining a spending plan that combined new welfare initiatives with infrastructure investment while largely retaining the state's long-standing social welfare framework.
Finance Minister N. Marie Wilson tabled the 2026-27 budget in the Tamil Nadu Legislative Assembly, setting out allocations for education, roads, water supply, digital governance and social welfare. The budget is the first comprehensive financial statement of the TVK administration following its election victory earlier this year.
Among the largest sectoral allocations, the government earmarked 44,527 crore rupees for school education, while announcing welfare measures including free laptops and bicycles for students, expanded marriage assistance featuring gold coins and silk sarees, and additional support for newborns delivered in government hospitals. Officials said the measures were intended to strengthen education and social protection programmes.
The budget also proposed increased investment in infrastructure, including 21,524 crore rupees for roads and highways and major projects to improve Chennai's water network. The government announced plans for a 3,108-crore-rupee ring main pipeline to provide more reliable drinking water and additional blue-green infrastructure projects aimed at improving urban water management and restoring the Cooum and Adyar rivers.
Wilson said the administration would expand the use of digital technology in governance, including an artificial intelligence-enabled platform for public services, alongside measures intended to improve administrative efficiency and revenue collection. The government also outlined a new master plan for Chennai and increased funding for sports and youth development.
The budget introduced several welfare programmes under the "Vetri" branding, reflecting the new government's political identity while preserving many flagship policies established under previous Dravida Munnetra Kazhagam and All India Anna Dravida Munnetra Kazhagam administrations, according to the budget presentation.
Ahead of the budget, ministers had said Chief Minister Vijay chaired a series of review meetings with cabinet colleagues and senior officials to finalise fiscal priorities and policy proposals. The government described the budget as a roadmap for balancing welfare commitments with economic development during its first year in office.
The budget will now be taken up for discussion in the Tamil Nadu Legislative Assembly, where lawmakers are expected to debate departmental demands for grants before the spending proposals are implemented.
