PHOENIX — Arizona lawmakers approved a bipartisan state budget this week, ending months of negotiations and clearing the way for final consideration of several artificial intelligence-related bills that had been awaiting action before the Legislature adjourns for the year.

The Republican-controlled Legislature passed an approximately $18.3 billion spending package on Thursday after reaching an agreement with Democratic Governor Katie Hobbs. Legislative leaders and the governor said the budget resolves a prolonged impasse that had dominated the 2026 session and allows lawmakers to turn to remaining policy measures before adjournment.

“With this budget, we are cutting taxes for working families” while investing in key state priorities, Hobbs said in a statement released after the measure passed. Legislative Republicans described the agreement as a compromise that also included tax relief and spending reductions.

The budget agreement has significance beyond fiscal policy because several artificial intelligence bills remain pending in the Legislature. According to a legislative update published on Thursday, one AI-related measure has already cleared both chambers and been sent to Hobbs, while three others remain eligible for final votes now that lawmakers have resolved the budget dispute.

Among the measures already approved is House Bill 2592, which would require Arizona state agencies to identify opportunities to use AI systems to reduce administrative burdens and review regulations that could hinder AI adoption, according to legislative summaries. The bill received final passage earlier this month and awaits action by the governor.

Three additional AI-related bills remained under consideration as of Thursday. One proposal, House Bill 2133, would expand Arizona’s existing law on the unlawful disclosure of intimate images to include certain synthetic or AI-generated depictions. Legislative negotiators have been working for weeks to reconcile different versions of that measure. Details of the remaining pending AI bills were not immediately clear from public legislative summaries.

The debate over artificial intelligence has emerged as a growing issue in Arizona and other states as lawmakers consider regulations addressing digital content, privacy, public-sector use of AI and consumer protections. Supporters of the Arizona proposals have argued they would modernize state law and address challenges posed by rapidly developing technology. Some civil-liberties advocates and technology groups have raised concerns about the scope of certain AI regulations, particularly those involving online content and enforcement standards.

The budget package passed with bipartisan support after negotiations involving Republican legislative leaders, Democratic lawmakers and the governor’s office. Several Democrats nevertheless said they would have preferred greater spending on education and other programs.

As of Thursday, Hobbs was expected to sign the budget, and lawmakers were preparing to take up remaining legislation, including the pending AI measures, before concluding the 2026 legislative session.
