WASHINGTON — Congressional Democrats on Tuesday demanded full disclosure of the terms of a preliminary U.S.-Iran memorandum of understanding announced by the Trump administration, citing concerns over its scope and potential implications for U.S. interests.

Ranking Member of the House Foreign Affairs Committee Gregory Meeks and other Democrats called for the release of the document's details ahead of a planned formal signing on Friday. “I am awaiting the confirmed details of any agreement,” Meeks said in a statement.

The memorandum, which has been described as electronically signed, outlines an initial framework to end military operations, reopen the Strait of Hormuz to shipping and lift the U.S. naval blockade of Iranian ports. A second phase of negotiations over 60 days is expected to address Iran's nuclear program and other issues, according to U.S. and Iranian officials.

Senate Armed Services Committee Ranking Member Jack Reed criticized aspects of the reported framework, stating that the U.S. appeared to receive less under the proposed deal than in the previous Joint Comprehensive Plan of Action. Other Democrats, including Rep. Seth Moulton, expressed strong reservations about the terms.

The Trump administration has described the agreement as a step toward ending the conflict that escalated earlier in 2026. President Trump announced on social media that he authorized the immediate removal of the naval blockade following the preliminary understanding.

White House officials have said the full text of the memorandum will be made available in due course, with Trump indicating he would consider sharing it with Congress. However, as of Tuesday, the complete document had not been publicly released, and specifics on sanctions relief, nuclear commitments and verification mechanisms remain unclear.

Republicans have largely supported the administration's approach, while Democrats have pushed for greater congressional oversight. Sen. Lindsey Graham and other GOP figures have also raised questions about implementation.

The agreement was mediated with assistance from Pakistan, Qatar and other regional actors. Iranian officials have confirmed broad elements of the framework but provided limited public details on its contents.

As of Wednesday, U.S. officials said the naval blockade remains in effect until the formal signing ceremony. Shipping companies have reported increased interest in resuming transit through the Strait of Hormuz once the agreement takes hold. Details on the exact timeline for lifting restrictions and any conditions attached continue to be clarified by both sides.
