WASHINGTON — School districts across the United States are facing uncertainty over the level and timing of federal support for K-12 education programs as the 2026-2027 school year approaches, education officials and policy analysts said.

The Trump administration has proposed substantial reductions and restructuring of federal K-12 funding in its fiscal 2026 and 2027 budget requests, including consolidation of multiple grant programs and overall decreases to the Department of Education’s budget. Congress, however, has largely maintained funding levels for core programs such as Title I aid for low-income students and the Individuals with Disabilities Education Act in recent appropriations.

In its fiscal 2026 proposal released in 2025, the administration sought to cut Department of Education funding by about $12 billion, or roughly 15 percent, and consolidate numerous programs into broader block grants with reduced totals. Similar themes have appeared in subsequent proposals. Lawmakers rejected many of those deeper cuts in the fiscal 2026 spending package signed earlier this year, resulting in roughly flat funding for major K-12 formula grants.

Despite congressional action, districts have encountered disruptions. Earlier delays in the release of congressionally appropriated funds created planning challenges for states and local schools. The administration has also pursued shifts in program administration, including partnerships with other federal agencies, prompting concerns about continuity.

“School leaders need predictable funding to maintain essential services for students,” said a spokesperson for a national education association, noting the importance of timely distribution of resources for low-income students, English learners and those with disabilities.

Federal K-12 funding accounts for a relatively small but targeted portion of overall school budgets, with greater reliance in some states. Programs supporting professional development, after-school initiatives and specialized student services have been focal points of proposed changes. Details on the final distribution and conditions for certain grants for the coming year remain under discussion.

The uncertainty follows a period of funding holds and policy shifts in 2025, including temporary withholding of billions in approved aid that was later addressed amid legal and legislative pushback. As of mid-June 2026, education departments in multiple states continue to monitor federal guidance for summer and fall allocations.

Congress is expected to take up fiscal 2027 appropriations in coming months, with education funding among the priorities. The Department of Education has stated that core support for K-12 programs will continue while broader reforms are pursued. No final decisions on additional changes have been announced.
