WASHINGTON — Universities across the United States are monitoring potential changes to federal funding rules and grant administration policies as higher education institutions assess the possible impact of proposals introduced by the Trump administration and ongoing congressional budget deliberations.

Research universities, academic associations and university administrators said on Monday they were reviewing proposed revisions to federal grant regulations issued by the White House Office of Management and Budget (OMB), which oversees government-wide funding policies. The proposal, published in late May, would alter how federal grants are awarded, administered and reviewed across multiple agencies. According to the OMB proposal, senior political appointees would play a larger role in grant oversight, and agencies would gain broader authority to suspend or terminate discretionary awards under certain circumstances.

Universities that depend heavily on federal research support from agencies such as the National Institutes of Health, the National Science Foundation and the Department of Energy have begun evaluating how the proposed rules could affect ongoing projects and future applications. The University of Washington said it remained “highly concerned” and was closely monitoring potential changes to grant administration and award decisions.

“We remain highly concerned and are closely monitoring potential changes to how federal grants may be awarded, administered, amended and/or discontinued,” the university said in an update to researchers earlier this month.

The Association of American Universities, which represents leading research institutions, said the proposed revisions could significantly affect the framework governing federal research grants. The organization noted that current rules establish standardized requirements for financial management, compliance and reporting across federally funded projects.

Administration supporters have argued that the proposed changes are intended to strengthen oversight, improve accountability and ensure that federal funding aligns with government priorities. The proposal states that grants should demonstrably advance presidential policy objectives and national interests.

University officials and research organizations, however, have expressed concerns about potential effects on peer review processes, international research collaborations and long-term scientific projects. Several institutions have advised faculty members to monitor agency communications and prepare for possible adjustments to funding requirements.

The debate comes as Congress continues considering education and research funding measures for future fiscal years. Earlier appropriations legislation avoided some of the deeper reductions to federal science funding that had been proposed during budget negotiations, according to higher education groups.

Federal funding remains a significant source of support for university research, student training programs and scientific infrastructure. Many institutions have established internal task forces or information centers to provide guidance to faculty and researchers as federal agencies issue updates.

As of Monday, the proposed OMB rule remained subject to a public comment process, with a final decision expected later in the year. Universities said they would continue reviewing the proposal while awaiting further guidance from federal agencies and lawmakers.
