Investigators Link Structural Issues to Surfside Condo Collapse

SURFSIDE, Florida — Federal investigators have concluded that structural deficiencies played a central role in the 2021 collapse of the Champlain Towers South condominium in Surfside, Florida, according to technical findings released on Tuesday by the U.S. National Institute of Standards and Technology (NIST). The agency said the failure began weeks before the building’s catastrophic collapse on June 24, 2021, which killed 98 people.

NIST investigators said the collapse sequence originated at connections between garage columns and the pool deck beneath the condominium. According to the agency’s findings, failures in those connections began in early June 2021 and gradually progressed until the structure could no longer support the loads placed upon it.

The investigation found that the building’s original design provided inadequate structural safety margins and that some aspects of construction did not conform to design requirements. NIST said these issues were compounded over time by corrosion and by modifications that added weight to the pool deck area.

“The results indicate that it is more likely that the failure started in a pool deck slab-column connection,” NIST co-lead investigator Glenn Bell said during a previous public update on the investigation.

Investigators also identified signs of distress in the weeks leading up to the collapse, including cracking, water intrusion, a gate that became difficult to open, and other localized structural problems near the pool deck and parking areas. According to NIST, these warning signs were concentrated in the area where the failure sequence is believed to have begun.

The collapse prompted one of the largest emergency responses in Florida history and led to lawsuits that were later resolved through settlements approved by courts. The disaster also prompted changes to Florida condominium safety regulations, including requirements related to inspections and reserve funding for repairs.

NIST has spent several years examining physical evidence, construction records, maintenance documents, witness accounts and computer simulations to determine how the collapse occurred. The agency said it reviewed numerous potential failure scenarios before reaching its conclusions.

A final report containing recommendations for building codes, standards and safety practices is still being prepared. As of Tuesday, investigators said technical work on the cause of the collapse had largely been completed, while additional recommendations and final documentation remain forthcoming.
