BRUSSELS — European Union nations agreed to open membership talks with Ukraine, with formal negotiations launching this week, officials said.

Ambassadors from the EU's 27 member states decided on Friday to officially open negotiations with Ukraine and Moldova. An intergovernmental conference to begin the process was held on Monday in Luxembourg, according to EU officials.

The move advances Ukraine's long-term bid to join the bloc, which it applied for shortly after Russia's full-scale invasion in February 2022. Ukraine received candidate status in June 2022, and leaders agreed in principle to open accession talks in December 2023. Progress had been stalled in part by opposition from Hungary, which recently lifted its veto following a change in government.

"This is a recognition of the determination, courage and hard work shown by both countries in advancing reforms, even in the face of immense challenges," EU Council President António Costa and European Commission President Ursula von der Leyen said in a joint statement. They described the step as "a strategic choice" that strengthens "peace, security and prosperity across our continent."

The conference opened negotiations on the first cluster of policy areas, known as "Fundamentals," which includes rule of law, fundamental rights, democratic institutions, public administration reform and economic criteria. This encompasses specific chapters on judiciary and fundamental rights, justice and security, and public procurement.

Countries seeking EU membership must complete negotiations across 35 policy chapters, a process that typically takes years. All member states must agree before each chapter is opened and closed.

Ukraine has implemented reforms during the ongoing conflict, though concerns remain about corruption and judicial standards, officials and analysts have noted. The government views EU membership as a key security guarantee for its future.

Russia has opposed Ukraine's closer integration with Western institutions. Moscow cited Ukraine's aspirations toward NATO as one justification for its 2022 invasion, though it has not raised similar objections to EU membership.

The talks also include Moldova. Both countries face challenges from Russian influence in the region.

Details on the pace of future negotiations remain unclear. Accession requires unanimous approval from all EU members at every major stage.

The development comes as the conflict with Russia continues, with no immediate resolution in sight. Ukrainian officials have expressed determination to press ahead with reforms despite the wartime conditions.

EU diplomats said the agreement reflects a consensus among member states following Hungary's shift in position. Further clusters of negotiations are expected to follow in coming months, subject to progress on required reforms.
