SACRAMENTO, Calif. — The roughly 30 artificial intelligence-related bills that remain active in California’s 2025–2026 legislative session have advanced into second-chamber committee review following key crossover deadlines, setting up the next phase of debate in one of the most extensive state-level efforts to regulate AI in the United States. Legislative tracking records and policy monitors reported the status update this week.

The measures, which previously cleared their chamber of origin, are now being considered by committees in the opposite house of the California Legislature. According to legislative tracking published this week, the bills address a range of issues, including AI transparency requirements, chatbot safety, digital replicas, labor protections, education, healthcare applications and disclosure rules for AI-generated content.

Among the proposals under review are bills that would expand disclosure obligations for AI-generated media, establish new standards for companion chatbots, require assessments of AI’s impact on workers, and create additional safeguards for children and consumers interacting with AI systems. Several measures also focus on the use of AI in schools, higher education and professional services.

California has emerged as one of the most active U.S. states in developing AI-related legislation. Legislative trackers show more than 100 AI-related measures have been introduced during the current session, although only a portion remain under active consideration.

Supporters of the legislation have argued that state lawmakers should establish safeguards as AI technologies become more widely used across the economy. Transparency Coalition, which tracks AI legislation nationwide, said in its weekly update that California’s remaining AI bills “have crossed over and now undergo consideration in second-chamber committees.”

Industry groups and technology advocates have previously cautioned that some proposals could impose compliance burdens on developers or create overlapping requirements with potential future federal regulations. Details of committee deliberations and amendments remain under review, and lawmakers continue to negotiate language on several measures, according to legislative records.

The committee review process comes as other states also consider AI-related legislation, reflecting growing efforts by state governments to address the technology’s impact on consumers, workers and public institutions.

California lawmakers are scheduled to continue committee hearings through June, with some AI-related measures already assigned hearing dates. According to legislative schedules, the next major milestone in the session is the Legislature’s planned summer recess beginning in early July, after which lawmakers are expected to return in August to continue consideration of pending bills.
