WASHINGTON — The Trump administration advanced new national security rules for artificial intelligence, including a voluntary framework for government review of frontier AI models, officials said.
President Donald Trump signed an executive order on June 2 titled “Promoting Advanced Artificial Intelligence Innovation and Security,” directing federal agencies to establish procedures for early access to advanced AI systems, the White House announced. A related National Security Presidential Memorandum (NSPM-11) was issued on June 5 to accelerate AI adoption in defense and intelligence while adding governance measures.
The order calls for a voluntary process allowing developers of frontier models to submit systems for government evaluation up to 30 days before wider release to trusted partners. Agencies including the National Security Agency, Cybersecurity and Infrastructure Security Agency and National Institute of Standards and Technology are tasked with designing the framework within 60 days.
"This initiative balances innovation with security," a senior administration official said.
The measures aim to address cybersecurity risks posed by advanced AI while avoiding heavy regulation that could hinder U.S. competitiveness. The NSPM-11 also directs faster integration of commercial AI into national security operations and establishes an AI talent reserve.
The developments build on earlier administration efforts to promote AI leadership. Industry groups have expressed support for the voluntary approach, while some critics called for stronger mandatory safeguards. Details on specific model designation criteria remained subject to further guidance.
The executive order and memorandum rescind or update certain prior directives. No immediate enforcement mechanisms for non-participating companies were outlined.
As of Monday, agencies were beginning implementation planning. The administration continued consultations with technology companies and congressional leaders on next steps. Further updates on the framework's rollout were expected in the coming weeks.
